Candidates must be:
Indian Citizen for Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Foreign Service (IFS).
Citizens of India or Subjects of Nepal/Bhutan, or Tibetan refugees who came to India before 1962 intending to settle permanently in India are eligible for other services.
Minimum Requirement: The candidate must have a Bachelor’s Degree from any recognized university in India or equivalent qualification.
Candidates in the final year of graduation are eligible to apply, provided they submit proof of passing the degree at the time of the Mains Examination.
Equivalent Qualifications: Candidates with degrees from foreign universities can apply if their qualifications are recognized by the Association of Indian Universities (AIU).
The age of the candidate is calculated as of August 1st of the year in which the candidate is appearing for the examination. The age limits are as follows:

OBC Category: 35 years
SC/ST Category: 37 years
Differently Abled (PwD) Category: 42 years
Ex-servicemen: Up to 37 years (with relaxation as per rules)
J&K Domicile: For candidates from Jammu & Kashmir, the upper age limit is 37 years.
The maximum age limit may be relaxed in certain exceptional cases as per UPSC norms.
The number of attempts for the UPSC Civil Services Examination is limited and varies based on the candidate's category:
General Category: 6 attempts
OBC Category: 9 attempts
SC/ST Category: Unlimited attempts until the age limit is reached
Differently Abled (PwD) Candidates: 9 attempts (for general, OBC, and SC/ST categories)
Once a candidate exhausts the maximum number of attempts, they are no longer eligible to appear for the exam.
For certain services like the Indian Police Service (IPS), candidates need to meet specific physical standards in terms of height, chest measurements, and physical fitness. These standards are relaxed for candidates from certain categories such as SC/ST.
Candidates with a backlog in their final year exams can apply, but they must provide evidence of clearing the examination before the Mains Exam.
